2. Eds Reply LetterIt view of the above EDS, we would like to humbly submit the following: 1. DSP obtained the EC in 2007 for Modernisation-Cum-Expansion from 2.088 MTPA to 3.5 MTPA of Gross Hot Metal (GHM). However, due to various circumstances, the plan was only partially implemented. In the present proposal, it has been planned to modernise the existing operational units of DSP along with re-building of old units for improving the plant’s operational and energy efficiency. Thus with the present proposal, the Gross Hot Metal production of DSP is envisaged to be only 2.7 MTPA. Accordingly, it was requested for reduction in EC capacity with revised Modernisation configuration from 3.5 MTPA to 2.7 MTPA Gross Hot Metal. 2. As per the Central Pollution Control Board’s Comprehensive Environmental Pollution Index (CEPI), Durgapur falls under ‘Severely Polluted Area’ (SPA). The same was taken into due consideration by the Expert Appraisal Committee in their meeting held during 26-28th August 2020 and accordingly the ToR was issued on 23rd September 2020 with stringent conditions. 3. By implementation of the schemes under the present proposal there will be a decrease in the PM emission load from the modernized/new units. Further, in order to comply with the ToR conditions, DSP has already undertaken up several measures to limit PM emissions within 30 mg/Nm3 for all existing units by 31st December, 2023. Due to this, it is expected that there will be a significant reduction in PM emission load of SAIL-Durgapur Steel Plant. 4. The EIA / EMP report and public hearing have already been conducted in accordance with the ToR (J-11011/492/2007-IA-II(I) dated 23rd September, 2020) issued by MoFFCC . In view of the above, it is requested that the proposal of SAIL Durgapur Steel Plant for modernization of existing plant with reduction in Gross Hot Metal capacity from 3.5 MTPA to 2.7 MTPA may kindly be considered for EC appraisal. 29 Apr 2022

4. Eds Reply LetterIn view of the above EDS, we would like to humbly submit the following: 1.As per our present proposal Durgapur Steel Plant is going only for modernization without any capacity expansion. Rather in comparison to our earlier EC of 2007, production capacity will be reduced from 3.5MT to 2.7 MT of Hot Metal. 2. It is pertinent to mention here that our in-house Coke-oven gas/Blast Furnace gas will be used as fuel for 100% requirement of all the modernized/new units. Moreover, after completion of the modernization existing Boiler no. 6&7 & four numbers of re-heating furnaces of Wheel & Axle plant will be closed down. 3. In this context, it is submitted that after the proposed modernization & implementation of ToR conditions, the total Emission Load of SAIL-Durgapur Steel Plant is expected to reduce by around 50% from the existing level. A calculation sheet on Reduction of Emission load is attached herewith along with EDS reply letter. 4.It is further submitted that the Hon'ble Supreme Court/NGT in its subsequent direction dated 23.8.2019 stated that MoEFCC can devise an appropriate mechanism to ensure that new legitimate activity or expansion can take place after due precautions are taken in the CPA and SPA areas. This led to the MoEF&CC issuing the Office Memorandum dated 31st October 2019, which devised mechanism for environmental management of CPAs and SPAs. 5. In line with the Mitigation Measures prescribed in the said OM of MoEFCC dated 31st Oct’2019, ToR was issued on 23rd September 2020 to SAIL-Durgapur Steel Plant with stringent conditions as per recommendation of Expert Appraisal Committee. Accordingly, actions have already been undertaken by Durgapur Steel Plant for implementation of several measures (Work orders have already been placed in most of the areas) to reduce PM emission to below 30 mg / Nm3 by 31st December 2023 along with other conditions given in ToR. In view of the above, it is requested that the proposal of SAIL – Durgapur Steel Plant for modernization of existing plant with reduction in Gross Hot Metal capacity from 3.5 MTPA to 2.7 MTPA may kindly be considered for EC appraisal. 16 May 2022
