Your proposal has been examined and following are the deficiencies needs to be rectified and to be uploaded/submitted on Parivesh Portal:
(i) Please refer your EDS reply dated 19.04.2022 wherein the PP submitted that due to size constraint EDS reply letter in legible condition/ readable form are shared in Google Drive Link as given below; 1. Updated Replies to EDS raised on 19.03.2022 with supporting documents https://drive.google.com/file/d/1o949y8AhZkqCFrvn77or5nq13BuVcDtp/view?usp=sharing. In this regard it is mentioned that the whole process for grant of EC is online on Parivesh Portal. This is very serious concern that PP/Consultant has submitted google drive link. If PP/Consultant facing any issues related to uploading the documents they can contact Parivesh Team in the Ministry for assistance or email to them. So please revise your application along with Form-2.
(ii) In S.No. 7.1 of Form 2, the Public hearing proceedings and Action Plan is still not legible. Kindly revise the application and upload on the same at said S.No. Action Plan with budgetary provisions and time lines on the issues raised during PH has not uploaded in Form 2, as the whole process is online.
(iii) On perusal the EC application it is observed that many of the activities mentioned in the earlier EC were not sill implemented. What are reason behind this, please provide detailed justification?.
(iv) This is an existing Unit. The PP needs to submit the details of activities/ECs in tabular form showing its details of ECs/CTO vis-à-vis production capacity since grant of EC/CTO to check the violation, if any. All old CTEs/CTOs/ HW Authorization to be uploaded to verify the violation, if any.
(v) On perusal of CCR issued by IRO, MoEFCC, PP first complete the compliances and submit the ATR on the subject.
(vi) Please confirm whether the said Unit is located in CPA/SPA/OPA. If yes, please provide the details.
(vii) Details of court case, directions issued by SPCB, if any, pending needs to be submitted.
(viii) Ministry in its earlier EDS sought the details of TOR of the existing EC proposal. On perusal it is noted that M/s RASHMI ALLOY STEEL PRIVATE LIMITED has obtained TOR in April 2021. However, the present application of EC is from M/s ORISSA ALLOY STEEL PVT. LTd. Please confirm whether PP has taken transfer of TOR from M/s RASHMI ALLOY STEEL PRIVATE LIMITED to M/s ORISSA ALLOY STEEL PVT. LTd. If yes, please submit the copy. If No PP first need to apply for transfer of TOR application in the name of new PP. It is not clear these are the basic information not submitted by the Consultant/PP. Consultant is requested to read all the provisions of the EIA Notification before submitting the application on Parivesh portal, as the whole process is online on Parivesh portal.
(ix) It is mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 alongwith EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal by the EAC.
