Sub: National Capital Thermal Power Project (NCTPP), Stage-II, Ph-II (1x490 MW) at Dadri, District Gautam Budh Nagar, U.P. by M/s NTPC - Environmental Clearance reg.

Sir,

 

The undersigned is directed to refer to your communications no. cc:ese: 6130: 2006:gen: 07 A dated 4th December, 2006 on the above mentioned subject.

2. The proposal is for grant of environmental clearance to set up a 490 MW coal based power plant as expansion of Stage-II, Phase-II at Dadri. No additional land will be required. Total land under the possession of NTPC is 2665 acres for the ultimate capacity of 2637 MW. The land required for water reservoir for Phase-I and II of Stage-II put together is 200 ha which has been included in the Phase-I clearance. The coal requirement is estimated as 2.52 million TPA, which will be obtained from North Karanpura Coalfields. Water requirement is estimated as 22.75 cusecs, which will be obtained from Upper Ganga Canal. It was noted that there is no additional land available for raising of greenbelt for this project. No reserve forest, ecologically sensitive area is involved. The area falls in the National Capital Region. Public hearing was held on 16.11.2006. Capital cost of the project will be 2501.76 crores which includes Rs. 176.54 crores for environmental protection measures.

 

3. The proposal has been considered in accordance with the procedure prescribed in the EIA Notification dated 14th September, 2006 read with para 2.2 of the circular dated 13.10.2006 and environmental clearance is hereby accorded under the provisions there of subject to implementation of the following terms and conditions:

i) Coal having not more than 34% ash and 0.5% sulphur shall be used in the project.

ii) A single bi-flue stack of 220 m height shall be provided for both the phases (Phase-I & Phase-II) with continuous online monitoring equipments. Exit velocity of atleast 24 m/sec shall be maintained.

iii) High efficiency Electrostatic Precipitators (ESPs) with efficiency not less than 99.9% shall be installed to ensure that SPM emission does not exceed 100 mg/ Nm3.

iv) Space provision shall be made for Flue Gas De-sulphurisation (FGD) unit, if required at a later stage.

v)                 Adequate dust extraction and dust suppression system such as bag filters and water spray system in coal and ash handling area and transfer areas shall be provided.

 

vi) The ash generated shall be used in a phased manner as per provisions of the notification on Fly Ash Utilization issued by the Ministry in September, 1999 and its amendment. By the end of 9th year full fly ash utilization shall be ensured.

vii) Closed Cycle Cooling System with cooling towers shall be provided.

viii) Water requirement shall not exceed 22.75 cusecs, which shall be managed from the existing water allocation of 100 cusec from Upper Ganga Canal for the existing NCTPP project. The treated waste water shall be recycled to the maximum possible and used in the plant. There shall be zero discharge out side the plant.

ix)                     A detailed report on the actions taken to address the issues raised during public hearing shall be submitted to the Ministry within six months.

 

x) Rainwater harvesting shall be adopted in consultation with the Central Groundwater Authority / Board. The plan for the same shall be submitted within three months from the date of clearance.

xi)   Regular monitoring (Quarterly) of underground water around ash dyke and the project area shall be undertaken to ascertain any change in the quality of water and results may be submitted to the Ministry and its Regional Office.

xii) Leq of Noise level shall be limited to 75 dBA. For people working in the area of generator and other high noise area, requisite personal protective equipment like earplugs etc shall be provided.

 

xiii) Regular monitoring of the air quality shall be carried out in and around the power plant and records maintained. Periodic (six monthly) reports shall be submitted to this Ministry.

xiv) For controlling fugitive dust, regular sprinkling of water in vulnerable areas of the plant shall be ensured.

 

xv) In lieu of the greenbelt, plantation shall be raised in an area of 50 acres to be identified outside the plant boundary in consultation with the State Forest Department. Details in this regard shall be furnished within 6 months from the date of clearance.

 

xvi) The project proponent shall advertise at least in two local newspapers widely circulated in the region around the project, one of which shall be in the vernacular language of the locality concerned, informing that the project has been accorded environmental clearance and copies of clearance letters are available with the State Pollution Control Board/ Committee and may also be seen at Website of the Ministry of Environment and Forests at http://envfor.nic.in.

xvii) A separate environment monitoring cell with suitable qualified staff shall be set up for implementation of the stipulated environmental safeguards.

xviii)                   Half yearly report on the status of implementation of the stipulated conditions and environmental safeguards shall be submitted to this Ministry, Regional Office, CPCB & SPCB.

xix)                       Regional Office of the Ministry of Environment & Forests located at Lucknow will monitor the implementation of the stipulated conditions. Complete set of Environmental Impact Assessment Report and Environment Management Plan shall be forwarded to the Regional Office for their use during monitoring.

xx) Separate funds shall be allocated for implementation of environmental protection measures along-with item-wise break-up. These cost shall be included as part of the project cost. The funds earmarked for the environment protection measures shall not be diverted for other purposes and year-wise expenditure shall be reported to the Ministry.

xxi) Full cooperation shall be extended to the Scientists/ Officers from the Ministry/ Regional Office of the Ministry at Lucknow / the CPCB/ the SPCB who would be monitoring the compliance of environmental status.

4. The Ministry reserves the right to revoke the clearance if conditions stipulated are not implemented to the satisfaction of the Ministry.

 

5. The environmental clearance accorded shall be valid for a period of 5 years to the start of production operations by the power plant.

6. In case of any deviation or alteration in the proposed project from that submitted to this Ministry for clearance, a fresh reference shall be made to the Ministry to assess the adequacy of the condition(s) imposed and to incorporate additional environmental protection measures required, if any.

 

7. The above stipulations shall be enforced along with others as under the Water (Prevention and Control of Pollution) Act, 1974, the Air (Prevention and Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986 and rules there under, The Manufacture, Storage and Import of Hazardous Chemical Rules, 1989, Hazardous Wastes (Management and Handling) Rules, 1989, the Public Liability Insurance Act, 1991 and rules there under and the EIA Notification, 2006 and the amendments made therein from time to time.
