of M/s Raj West Power Ltd - Environmental Clearance - regarding.
Sir,
The undersigned is directed to refer to your
communication no. RWPL/MOEF/528 dated
25.11.2006 on the above mentioned subject. Subsequent information furnished vide letter
no. RWPL/Project/06-07/712 dated 22.02.2007 has also been considered.
2. It is noted that the proposal is for grant
of environmental clearance under the provisions of EIA Notification, 1994 for setting
up of a 1000 MW (8x125MW) lignite based power plant
at Barmer, Rajasthan. The land
requirement for the project is 468 ha. It is a pit head power station. Lignite
requirement is estimated as 7.00 million TPA which will be obtained from
adjacent mines and transported through conveyor belt. Lime requirement will be 0.7 million TPA
for the project which will be obtained from the mines in Jaisalmer and will be
transported by road. The water requirement is estimated as 35.5 cusecs, which will be
obtained from

The proposal has been
considered in accordance with para 12 of the EIA Notification dated
(i) No land in excess of 468 ha shall be
acquired for any activity of the project.
(ii) The water requirement for the project shall not exceed 35.5
cusecs. No ground water shall be abstracted for any activity of the project.
(iii) Closed Circuit Cooling System with induced
draft cooling towers shall be installed.
(iv) Treated effluents conforming to the
prescribed standards shall be re-circulated and reused within the plant. No effluents shall be discharged outside the
plant boundary
(v) Lignite
with ash content not exceeding 20% and sulphur content not exceeding 2.0% shall
be used.
(x)
Space provision
for FGD shall be made, if required at a later stage.
(vii) Four stacks
of 122 m height each with exit velocity of at least 20 m/s shall be provided
with continuous online monitoring system.
(viii) Low NOx burners shall be installed.
(ix) High efficiency Electrostatic Precipitator
(ESPs) having efficiency of 99.9% shall be installed so as to ensure that
particulate emissions do not exceed 100 mg/Nm3.
(x) Fly ash shall be collected in dry form and its 100% utilization shall be ensured
within 3 years from the day of the commissioning of the plant. Ash to be disposed off in the ash pond shall
be through HCSD system.
(xii) Ash
pond shall be lined with 0.5 mm thick HDPE geo-membrane lining.
(xiii) Details
of compensation to be paid to the land oustees along with number of land
oustees shall be worked out and submitted to this Ministry within three months
from the date of issue of this letter or before the start of work on the
project whichever is earlier.
(xiv) Necessary
prior clearance from NHAI shall be obtained before laying the pipeline.
(xv) Necessary prior clearance from Indian Air
Force shall be obtained for construction of stacks of requisite height before
starting the work on the project.
(xvi) Adequate
measures shall be taken up to maintain the sanctity and protection from any
adverse impact from the proposed power project to the

monitoring of ground water quality including heavy metals shall be undertaken
in the project area to ascertain the change, if any, in the water quality due
to leaching of contaminants from the
ash disposal area.
(xviii) Noise
levels shall be limited to 75 dBA. For
people working in the high noise area, protective devices such as earplugs etc.
shall be provided.
(xix) A
greenbelt shall be developed all around the plant boundary and ash pond
covering an area of 154 ha.
(xx) Regular
monitoring of the air quality shall be carried out in and around the power
plant and records shall be maintained.
The location of monitoring stations and frequency of monitoring shall be
finalized in consultation with SPCB. Six
monthly reports shall be submitted to this Ministry.
(xxi) For
controlling fugitive dust, regular sprinkling of water in lignite handling area
and other vulnerable areas of the plant shall be ensured.
(xxii) The project proponent should advertise at least in two local
newspapers widely circulated in the region around the project, one of which
should be in the vernacular language of the locality concerned, informing that
the project has been accorded environmental clearance and copies of clearance
letters are available with the State Pollution Control Board/Committee and may
also be seen in the Website of the Ministry of Environment and Forests in
the http://envfor.nic.in.
(xxii) A
separate environment monitoring cell with suitable qualified staff should be
set up for implementation of the stipulated environmental safeguards.
(xxiv) Half
yearly report on the status of implementation of the conditions and
environmental safeguards should be submitted to this Ministry, its Regional
Office, CPCB and SPCB.
(xxv) Regional
Office of the Ministry of Environment & Forests located at
(xxvi) Separate funds should be allocated for implementation of
environmental protection measures along with item-wise break-up. These cost
should be included as part of the project cost. The funds earmarked for the
environment protection measures should not be diverted for other purposes and
year-wise expenditure should be reported to the Ministry.
(xxvii) Full cooperation should be extended to the Scientists/Officers from
the Ministry and its Regional Office at
4. The Ministry reserves the right to revoke
the clearance if conditions stipulated are not implemented to the satisfaction
of the Ministry.
5. The environmental clearance accorded shall be
valid for a period of 5 years to the start of production operations by the
power plant.

In case of any
deviation or alteration in the project proposed from those submitted to this
Ministry for clearance, a fresh reference should be made to the Ministry to
assess the adequacy of the condition(s) imposed and to add additional
environmental protection measures required, if any.

The above stipulations would be enforced among others under the Water (Prevention
and Control of Pollution) Act, 1974, the
Air (Prevention and Control of Pollution) Act, 1981, the Environment
(Protection) Act, 1986 and rules there under, Hazardous Wastes (Management and
Handling) Rules, 1989 and its amendments, the Public Liability Insurance Act, 1991
and its amendments.
