Subject : Expansion of Cement Plant (0.9 MTPA to 2.46 MTPA),
Clinker (0.86 – 2.00 MTPA) and Captive Power Plant (15 MW to 40 MW) at Nakoda, Ghugus and Usgaon, Chandrapur,
Sir,
Kindly refer your letter no. nil dated 24th
May, 2007 alongwith project documents including Application Form,
Questionnaire, Project Report and EIA/EMP seeking environmental clearance under
the EIA Notification, 2006 and subsequent clarifications furnished vide communications
dated 28th June, 2007 and 11th July, 2007 regarding above
mentioned cement project.
2.0 The Ministry of Environment and Forests
has examined your application. It is
noted that the proposal of M/s Chanda Cement Works
(ACC) Ltd. is for the expansion of cement plant (0.9 MTPA to 2.46 MTPA), Clinker (0.86 –
2.00 MTPA) and Captive Power Plant (15 MW to 40 MW) at Nakoda,
Ghugus and Usgaon, Chandrapur,
3.0 Public hearing meeting was held on 28th February, 2007.
4.0 The
Ministry of Environment and Forests hereby accords environmental clearance to
the above project under EIA Notification dated 14th September, 2006
subject to strict compliance of the following conditions:
i.
On-line
continuous stack monitoring facilities for all the stacks and adequate air
pollution control systems shall be provided to keep emission levels below 50
mg/Nm3.
ii.
Secondary
fugitive emissions shall be controlled and regularly monitored as per
guidelines issued by the CPCB.
iii.
The
company shall install adequate dust collection and extraction system to control
fugitive dust emissions at coal and lime stone unloading points, transfer
points, storage silos and hoppers etc. Closed shed will be provided for storage of
limestone, coal, laterite, gypsum etc. to control
fugitive emissions. Fugitive emissions from raw material handling area, cement
mill, packing area and coal yard shall also be controlled.
iv.
Electrostatic
precipitators (ESPs) to CFBC boilers and coolers, bag house to kiln, coal mill and vertical roller
mill (VRM) and bag filters to new packers shall be
provided to
control air emissions. The dust
collected from the pollution control equipments shall be recycled back into the
process. Storage of raw materials viz. lime stone, coal, clinker shall be in
closed roof sheds / covered stockpiles. Ash
generated shall be stored in ash silos. Water sprinkling arrangement shall be made in
the raw material stock yard and cement bag loading areas. Dry fog type
dust suppression shall be provided at coal handling area.
v.
Total
water requirement from River Wardha
shall not exceed 5,516 m3/day as per the permission
accorded by the State Information Department, Govt. of Maharashtra.
Closed circuit cooling system shall be used to
ensure no generation of wastewater. The
water from boiler, cooling tower blow down and sewage shall be treated in
effluent treatment plant (ETP) and all the treated wastewater shall be recycled/reused in cement plant for make-up, in Captive Power
Plant (CPP) for cooling, dust suppression, green belt development and other
plant related activities. No wastewater shallll be
released outside the premises. ‘Zero’ discharge shall be strictly adopted.
vi.
Solid
waste generated shall be 100 % recycled and reutilized in the process itself and no solid waste shall be disposed off outside the
plant premises. The fly ash generated shall be used in-house for the manufacture
of PPC. Bottom ash shall be used in the
raw mill and used for land filling. Coal washery rejects shall be used in CFBC boilers. Waste
oil sludge shall be reused in the plant and finally burnt in the kiln or sold
to authorized recyclers/ reprocessors.
vii.
Efforts
shall be made to make use of high calorific hazardous waste as fuel in
kiln. Accordingly, provision shall be
made in the kiln.
viii.
As
proposed in EIA/EMP, green belt shall be developed in
B. GENERAL CONDITIONS :
i.
The project authorities
must strictly adhere to the stipulations made by the Maharashtra
State Pollution Control Board (MSPCB) and the State Government.
ii.
No further expansion or
modifications in the plant shall be carried out without prior approval of the
Ministry of Environment and Forests.
iii.
The gaseous and
particulate matter emissions from various units shall conform to the standards
prescribed by the Maharashtra State Pollution Control
Board. At no time, particulate emissions from the cement plant including kiln,
coal mill, cement mill, cooler and captive power plant
(CPP) shall exceed 50 mg/Nm3. Interlocking facility shall be
provided between pollution control equipment and the process operation so that
in the event of the pollution control equipment not working, the respective
unit (s) is shut down automatically.
iv.
Ambient air quality
including ambient noise levels shall not exceed the standards stipulated under
EPA or by the State authorities. An
ambient air quality monitoring station shall be set up in downwind direction alongwith other ambient air quality monitoring stations in
other directions in consultation with the Maharashtra
Pollution Control Board. Monitoring of ambient air quality shall be carried out
regularly in consultation with MPCB and on-line data for air emissions shall be
transferred to the CPCB and MPCB regularly. The instruments used for ambient
air quality monitoring shall be calibrated time to time.
v.
Adequate number of influent
and effluent quality monitoring stations shall be set up in consultation with
the. Regular monitoring shall be carried out for relevant parameters.
ix.
The company
shall strictly follow all the recommendations mentioned in the Charter on
Corporate Responsibility for Environmental Protection (CREP) and SPM concentrations below 50 mg/Nm3 shall be maintained in
kiln, coal mill, cement mill and clinker cooler. All
the major stacks shall be provided with continuous emission monitoring for
particulate matter.
vi.
The company must harvest
surface as well as rainwater from the roof tops of the buildings proposed in
the expansion project and storm water drains to recharge the ground water and
use the same water for the various activities of the project to conserve fresh
water.
vii.
The project proponent
shall also comply with all the environmental protection measures and safeguards
recommended in the EIA/EMP report.
viii.
As proposed in the
EIA/EMP, Rs. 85.00 Crores
earmarked for environment pollution control measures shall be used judiciously
to implement the conditions stipulated by the Ministry of Environment and
Forests as well as the State Government. The funds so provided shall not be
diverted for any other purpose.
ix.
The implementation of the
project vis-à-vis environmental action plans shall be monitored by Ministry’s
Regional Office at
x.
The Project Proponent
should advertise in at least two local newspapers widely circulated in the
region around the project, one of which shall be in the vernacular language of
the locality concerned informing that the project has been accorded
environmental clearance by the Ministry and copies of the clearance letter are
available with the Maharashtra Pollution Control
Board / Committee and may also be seen at Website of the Ministry and Forests
at http://envfor.nic.in. The advertisement should be made within 7 days from
the date of issue of the clearance letter and a copy of the same should be
forwarded to the Ministry`s Regional Office at
xi.
The Project Authorities
shall inform the Regional Office as well as the Ministry the date of financial
closure and final approval of the project by the concerned authorities and the
date of start of land development work.
5.0. The Ministry may revoke or suspend the
clearance, if implementation of any of the above conditions is not
satisfactory.
6.0. The Ministry reserves the right to
stipulate additional conditions if found necessary. The company shall implement
these conditions in a time bound manner.
7.0 The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Waste (Management & Handling) Rules, 2003 and the Public Liability Insurance Act, 1991 alongwith their amendments and rules.
