10 Reason for Amendment
 
 Reason for Amendment : EC for Expansion of Gondegaon extension OC coal mining project was granted by MoEF & CC vide letter no. J- 11015/106/2009-IA-II(M) dated 28.03.2019 for a production capacity of 3.50 MTPA in an area of 917.0 ha (mine lease area of 845.74 ha). In this regard, reference is drawn towards the minutes of 46th EAC meeting held on 25.06.2019 at MoEF & CC, New Delhi. In the said EAC meeting, the application for amendment in EC of Expansion of Kamptee deep OC for a capacity of 3.20 MTPA in mine lease area of 857.60 ha was discussed. The EAC after deliberation observed the following: Quote: “46.7.4 The EAC, after deliberation, observed that the proposed amalgamation involves carving out some area of adjoining Gondegaon Opencast coal mining project and thus requiring amendment in its environmental clearance also. There being no proposal in this regard, the Committee was not inclined to take the proposal forward.” :unquote Now in compliance of EAC directives, the Mining Plan of Expansion of Gondegaon extension OC coal mining project has been revised with a production capacity of 3.50 MTPA (same as approved in EC dated 28.03.2019) in an area of 791.40 ha instead of 845.74 ha (as approved in EC dated 28.03.2019). This reduction of area by 54.34 ha has been done based on approved Revised Project Report of Amalgamated Inder-Kamptee Deep OC mine (approved by WCL Board vide its resolution no. WCL/BD/SECTT./BM-304/2018/538 dated 09.10.2018) wherein it has been mentioned that, this 54.34 ha land is proposed to be transferred from Gondegaon OC to amalgamated Inder-Kamptee deep OC project. The Revised Mining Plan of Expansion of Gondegaon Extension deep OC has now been approved by WCL board its Board vide its resolution no. WCL/ BD/ SECTT/ BM-314/ 2019/852 dated 12.09.2019. It may be mentioned here that, in the approved Mining Plan there is no change in physical parameters of mine except for the land component which has been clarified in earlier paragraphs. It is further mentioned that there is no forest land involved in Expansion of Gondegaon extension OC coal mining project. Hence in confirmation to the EAC directives, this application for amendment of EC for Expansion of Gondegaon Extension deep OC coal mining project for a production capacity of 3.50 MTPA in an area of 791.40 ha is being made as required under EIA notification, 2006.
