Project site is a gently undulating land. The proposed new Secretariat complex is in the Multiple use zone as per the HMDA Master plan. Hence no change in land use of the project.
1.2 Clearance of existing land, vegetation and buildings? Yes Old secretariat buildings located within the project site were demolished. There are 607 trees of different species in the project site. No clearing/ pruning/ cutting any of the existing trees in the project site. 27 trees are coming under the proposed Secretariat building area. R&B & NH Department is proposing to translocate them within the site premises.
1.3 Creation of new land uses? No The site will be used for construction of Proposed Secretariat Complex within the same premises. No change in land use is proposed.
1.4 Pre-construction investigations e.g. bore houses, soil testing? No Soil testing was not yet done.
1.5 Construction works? Yes All Construction activities will be confined to the project site only. There will be no changes outside the project site. Construction of Proposed Secretariat Complex will be done as per the applicable norms/ byelaws.
1.6 Demolition works? Yes Demolition works were carried out and old structures were demolished in the site.
1.7 Temporary sites used for construction works or housing of construction workers? No Most of the workers were hired from the nearby areas. Temporary sheds will be provided for security persons and outside laborers.

5.1 Emissions from combustion of fossil fuels from stationary or mobile sources Yes Emissions will be mainly from vehicles running at the project site during construction and operation period and secondly from the DG sets used for backup power source (during power failures only for a short duration). High Speed Diesel (HSD) will be used for the DG sets. The main emissions will be SO2 and NOx The D.G Sets will be acoustically enclosed so as to meet the norms laid down by CPCB. For Proper dispersion of pollutants, the stack height meeting CPCB Norms will be maintained.

5.3 Emissions from materials handling including storage or transport Yes The main emissions during the construction will be PM (Particulate Matter) from loading and unloading of material on the site, SO2 and NOx from the combustion of fossil fuels and from the vehicles. The particulate matter will be controlled by sprinkling water at regular intervals on roads. The SO2 and NOx will be controlled by proper maintenance of the vehicles.
5.4 Emissions from construction activities including plant and equipment Yes Fugitive emissions are likely during the construction activities from the materials. These are temporary in nature. The main emissions during the construction will be Particulate Matter from the loading and unloading of materials on the site. SO2 and NOx from the combustion of fuels in vehicles and construction equipment.
5.5 Dust or odours from handling of materials including construction materials, sewage and waste Yes The particulate matter will be mainly generated from loading and unloading of the material at the site. Other municipal solid waste will be disposed off to the Municipal solid waste dump yard. The construction material will be handled carefully to prevent any spill over or wastage. Construction labor will be provided with proper sanitation to avoid any unhygienic conditions. Therefore no odor generation is expected.

No Proper Environmental Management Plan will be followed for air, water, noise pollution and solid waste management. Hence no long term impacts are envisaged and this being a construction project the impact felt on the area will be temporary in nature as most of the impacts are all construction impacts.
