1.3 Creation of new land uses? Yes The permanent change in land will be at the end of mine. The broken land will be suitably reclaimed. The total quarry land broken as on 01-08-2021 is 693.20 Ha.The post mining land use will be 1.Reclaimed External OB dump 258.000 Ha 2. Reclaimed Internal OB dump 1023.00 ha 3. Yes i) Storage facilities for the explosives is maintained by adjacent mine Dudhichua OCP and shared by this project. ii) Coal will be stored in coal stock yard from where the coal will be dispatched to CHP. iii) Storage of goods & other material is made in the material store at earmarked site with storage facilities. The same practice will continue in expansion project.
1.15 Facilities for treatment or disposal of solid waste or liquid effluents? Yes Solid waste- Municipal solid waste generated from the colony and office is being suitably taken care as per Solid Waste Management Rules, 2016. Liquid waste- The waste water from Workshop, CHP and mine are being treated in existing ETP of 38400m3/d capacity.The treated effluent is being used for Industrial purpose. There is no discharge outside the mine premises except in monsoon season. The domestic waste water from colony are being treated in STP of 1500m3/d capacity.
1.16 Facilities for long term housing of operational workers? Yes No additional provision of Residential Buildings has been made for the increased production from the OCP for Option-II. Vacant Residential quarters of the nearby projects will be shared for additional manpower. As per sanctioned EPR, total sanctioned manpower is 1600 nos. The existing manpower as on 01.08.2021 is 1378, there are sufficient houses provided in the project.
1.17 New road, rail or sea traffic during construction or operation? Yes There are some constructions proposed in the EPR, within mine lease area. These constructions will not involve in any physical changes in the locality i.e. in topography, land use and change in water bodies.

Yes The mine is already in operation and personnel have been provided transport facilities up to time office of the mine. The existing system will continue for expansion project. Decommissioning of infrastructure will be carried out at the end of mine life.
1.26 Long-term dismantling or decommissioning or restoration works? Yes Not envisaged at present. Dismantling /decommissioning work may start after mine closure. Mine closure plan has already been prepared and approved.

Decommissioning of CHP, Workshop & other infrastructure will have positive impact on the environment as the area will be planted after decommissioning. But this activity will start after mine closure

The breakup of additional 57.906 ha Forest land in MP is 31.661 Ha Forest land to be acquired by Khadia, 21.189 Ha Stage-I FC (FC no. 8-69/2018-FC dated 13.01.2020) has been obtained, 5.056 Ha Stage-II clearance granted(FC no. 8-58/2005-FC dated 13.08.2007). There is no undeveloped or agricultural land is involved in expansion project.
2.2 Water (expected source & competing users) unit: KLD Yes Total Water Demand for Expn. Project is as Domestic water - 1300 m3/day, Industrial water - 2600 m3/day, Total : 3900 m3/day, Fire Fighting : 900 m3/day (Occasional Use). This will be met by integrated water supply scheme (IWSS) at Khadia Project. The industrial water requirement are being met also by mine water and reuse of treated water. The Mine water and treated water from ETP and STP are being used for haul road dust suppression, Horticulture and other industrial use.
2.3 Minerals (MT) No No mineral are in use for construction or operation of the project. The project will produce peak 20 Mt/Annum of Coal. The estimated total balance coal reserve as on 01.04.2020 is 233.50 MT.
2.4 Construction material – stone, aggregates, sand / soil (expected source – MT) No The mine is already in operation. No major construction has been proposed at expansion stage.
2.5 Forests and timber (source – MT) No This is an opencast mine. Hence not applicable.
2.6 Energy including electricity and fuels (source, competing users) Unit: fuel (MT),energy (MW) Yes Electricity : Source : UPRVUNL/MPEB (Through 132/33 KV Bina and Dudhichua Sub-station of NCL). The Annual estimated Fuel consumption for Expansion project is 88.48 KL/day.

4.1 Spoil, overburden or mine wastes Yes The total estimated OB is 1331.66 Mm3 since inception of Khadia OCP, Out of which 487.66 Mm3 has already been dumped as external/Internal dump till 31.03.2020 and balance 844.0 Mm3 OB generated from proposed Khadia OCP will be accommodated in the mine area as Internal Dump. No external dumping is involved in Expansion project. Overburden consisting of Alluvium shale and sandstone. The OB dumps will be physically and biologically reclaimed.
4.2 Municipal waste (domestic and or commercial wastes) Yes The domestic municipal waste is likely to be generated from Khadia colony. The existing project generates about 850 cum/month of municipal domestic waste during 2020-21 which is not likely to increase in expansion project as no additional residential quarters is proposed in Expansion project. The domestic wastes generated are being disposed off as per provisions of Municipal Solid Waste (Management & Handling) Rules-2016. No commercial waste is getting generated.
4.3 Hazardous wastes (as per Hazardous Waste Management Rules) Yes The hazardous substances are being taken care of as per Hazardous and Other Waste Rules, 2016, e waste Management Rules 2016 and Battery Management Rules, 2001. 4.5 Surplus product No There are no surplus product i.e. coal as there is shortage of coal for thermal power in the country.
4.6 Sewage sludge or other sludge from effluent treatment Yes The STP Sludge are being used as manure in horticulture. Sludge from ETP are being disposed off as Hazardous and Other waste (Managementand trans-boundary movement) Rules, 2016. Sludge from ETP is being mixed with the OB dump. Also, the Industrial buildings are having facilities of septic tank and soak pit.
4.7 Construction or demolition wastes Yes Demolition waste will be generated during mine closure. The construction / demolition waste will be used for filling up of low lying areas or put to other suitable uses.
4.8 Redundant machinery or equipment Yes The redundant machineries or equipment during later period of mine operation will be transferred to other projects where required. If outlived their working life, they will be surveyed off and disposed as per Company’s Rule.
4.9 Contaminated soils or other materials No Not envisaged.
4.10 Agricultural wastes No There are no agricultural waste generated as this a coal mining proposal.

5.1 Emissions from combustion of fossil fuels from stationary or mobile sources Yes The gaseous pollutants mainly like SO2 & NOx will get generated during Operation of HEMMs, blasting and accidental fire in coal stock. Individual transport equipment will be maintained to comply with the prescribed emission norms. The concentration/quantum of SO2 & NOx is measured through ambient air quality monitoring in the mine area every fortnight as per Environment Protection Amended Rules 2000.
5.2 Emissions from production processes Yes SPM, PM10 and PM2.5 are generated from blasting, drilling and other mining activities like coal and OB transportation, handling and storage. There are 04 nos. (70 KL), 16 nos. (20 KL), 12 nos. (16 KL), 01 nos. (12 KL), and 04 nos. (10 KL) mobile water tankers being used for dust suppression. The additional provision of one 70 KL water sprinkler, 02 Mist spray Gun and 2 Road sweeping Machine have been made in Expansion project.
5.3 Emissions from materials handling including storage or transport Yes SPM, PM10 and PM2.5 are generated from coal transportation, handling and storage. These are being taken care of by water sprinkling on the transport routes and transfer points of CHP. There are 04 nos. (70 KL), 16 nos. (20 KL), 12 nos. (16 KL), 01 nos. (12 KL), and 04 nos. (10 KL) mobile water tankers are being used for regular dust suppression. Adequate provision has been made in Expansion project to take care of water sprinkling at required locations to keep the level within permissible limit.
5.4 Emissions from construction activities including plant and equipment Yes SPM, Particulate Matter (PM10) and Fine PM2.5 will get generated during construction activities. Water sprinkling will be done to prevent the dust becoming air borne. The quantity of Emission from plant and Machinery is insignificant after taking mitigation measures.
5.5 Dust or odours from handling of materials including construction materials, sewage and waste Yes Dust will generated during transportation, loading, unloading etc. Water sprinkling will be done to prevent the dust from becoming air borne.

6.3 From construction or demolition No Negligible
6.4 From blasting or piling Yes The blasting do generate noise and vibration, but the operation is being restricted within the shift changeover period for its minimum impact. Further, use of NONELs and electronic delay detonators are being done as a precaution to maintain the level within prescribed standards. Blasting vibration are instantaneous & restricted to once or twice in a day. It is maintained within the permissible limits specified by DGMS.
6.5 From construction or operational traffic Yes Noise generation is due to movement of dumpers for transportation of coal & OB. Generation of noise level are found within acceptable limits which are measured through ambient noise quality monitoring in the mine activity area every fortnight as per as per MOEFCC Gazette Notification No. GSR 742(E) dt. 25.09.2000 standards for coal Mines.

The present mine water generated is 2480 m3/ d and waste water treated in ETP/STP from workshop, CHP and colony are 720m3/d, 215.4m3/d, and 1456m3/d respectively.The existing STP and ETP have sufficient capacity to cater the need of Expansion Project.

8.1 From explosions, spillages, fires etc from storage, handling, use or production of hazardous substances Yes Risk exists on account of storage and use of explosives and fuel. Proper safety precautions are being taken to avoid such risks.
8.2 From any other causes Yes 1) Land sliding in OB Dump and mine Pit : This is taken care by proper design of slopes in OB dump and Mine Pit. 2) Blasting : There are risks of ground vibration and fly rocks, which are taken care by optimum designing and getting approval from DGMS and implementing the same. 3) Mine Inundation : There is risk of mine inundation due to heavy rain. This risk is taken care by proper design of mine drainage system and pumping.
8.3 Could the project be affected by natural disasters causing environmental damage (e.g. floods, earthquakes, landslides, cloudburst etc)? No The mine is falling within the seismic Zone-III. Project is not falling under seismically active zone or land slide prone area. The natural disasters due to flooding and landslides, are not likely to affect the project. All safety measures like slope monitoring for stability and adequate pumping capacity are being taken. Besides safety measures, the mine is well equipped to deal with eventuality as enumerated in Coal Mines Regulation (CMR)-2017 and related DGMS circulars.
9 Factors which should be considered (such as consequential development) which could lead to environmental effects or the potential for cumulative impacts with other existing or planned activities in the locality

Yes Economic growth associated with coal mining activity leads to semi-urban like development. This will support development of ancillary and supporting industries and other related activities. Khadia OCP is operating since 1981-82. The area has already developed the supporting infrastructure i.e. housing, roads, power supply,etc. Proposed expansion will lead to the further increase in business which will provide opportunities of indirect employment to local community.
9.2 Lead to after-use of the site, which could have an impact on the environment Yes Some of the activity enumerated at 9.1 above could assume permanent residency with appropriate feed sustain growth mechanism. Beyond this the physically and/ or biologically reclaimed land would undergo transformation over time which would have positive impact on environment.
9.3 Set a precedent for later developments Yes Activities at 9.1 & 9.2 above do culminate in conjunction with local set up and in a number of cases has set precedence of economic development leading to over socio-economic growth of the area.
9.4 Have cumulative effects due to proximity to other existing or planned projects with similar effects Yes There are Kakri OCP, Bina OCP, Krishnashila OCP, Jayant OCP, Dudhichua OCP, Nigahi, and Jhingurda OCP, existing coal mining projects in buffer zone of Khadia OCP. Associated mining activity with numerous such closely located centers as indicated at 9.1, 9.2 and 9.3 along with other activities like Singrauli and Vindhyachal STPS of NTPC etc. could be cumulative impact
