1.NAThe Committee deliberated on the proposal and observed that the proponent has made proposal for enhancement of production from 15,000 TPA to 2,00,000 TPA of Soapstone whereas in the Mining plan the total excavation is shown to the tune of 9,40,000 m3 (approx.). The PP reported that Schist rocks which were earlier identified as waste/ overburden are now saleable in the market and hence, the capacity expansion has been sought with a view to sell the same. It was further reported that the waste to be generated from mining operations may also have Quartzite and Dolomite which are also saleable in the market. The Committee asked the PP that Mining plan has shown excavation at the end of 5th year as 9,40,000 m3 (approx.) which seems to correspond to fresh production whereas earlier it was told t 22 May 2017

3.NAAs per the information uploaded by PP, it is observed that it has now included addtional minerals, apart from Soapstone, namely Phyllite and Quartzite, in the proposal which were not covered in ToR granted to it. Hence, the EIA/ EMP is not in line with the ToR granted. It is also not clear whether Phyllite & Quartzite are included in lease approved by State Govt. Apart from that, PP is requested to submit authenticated past production details from State Department of Mines & Geology vis-a-vis Copies of all Consent to Operate (CTO) as well ECs obtained since start of mining operations to ascertain its coverage under Supreme Court judgment dated 02.08.2017 in the matter of Common Cause Vs. Union of India & Others. 12 Dec 2017

5.NAThe earlier ADS asked for Submission of authenticated past production details from State Department of Mines & Geology vis-a-vis Copies of all Consent to Operate (CTO) as well ECs obtained since start of mining operations but PP/ Consultant has not provided the information. The mine is operating since 1970 whereas production details are provided since 2007, hence, it is again requested to provide the requisite details. It may be mentioned here that Ministry is coming across many cases from the State of Rajasthan wherein mineral/ waste/ reject transportation was permitted under Short Term Permit (STP). Hence, PP is requested to include the quantitative year-wise details of minerals/ waste transported under STP also. All the production figures be duly authenticated by Deptt. of Mines & Geology. PP is again requested to clarify whether all minerals namely Soapstone, Phyllite and Quartzite are covered under the Concession agreement/ lease deed. PP has mentioned that even the waste is sal 11 Jan 2018
6. ADS LetterAuthenticated production detail since 1977 is enclosed along with copy of consent to operate and also like to clarify that, the proposal has been resubmitted as per the summary records (minutes of meeting) 17th meeting of EAC, held during April 27th – 28th, 2017 in which committee asked to submit modified proposal indicating total excavation/ ROM and all the minerals intended to be sold, for further consideration of the proposal. 07 Feb 2018
7.NAThe Committee suggested that EC may be obtained for all the minerals which are intended to be produced so as to avoid violation at a later stage. The PP agreed to the suggestion of the Committee and accordingly, the proposal is deferred till the following information is submitted by the PP; (i) Modified proposal indicating total excavation/ ROM and all minerals intended to be sold (ii) Past production details duly authenticated by Department of Mines and Geology (iii) Time bound action plan on green belt development /plantation. In this regard, the PP has submitted the following: (i). The Modified Scheme of mining with PMCP was approved by S.M.E., DMG, Udaipur vide letter no. SME/Udr-Cir./Mine-Plan/Scheme/Udaipur/P–20/17/425, dt. 03.11.2017. As per modified plan total mineable reserv 10 Mar 2018

9.NAThe proposal of M/s Krishna Miners Traders is for Enhancement of production capacity from 15,000 to 2,00,000 TPA of Chanavada Soapstone Mine in 83.491 Ha M.L. area. The mine is located at Village –Chanavada, Tehsil – Girwa, District – Udaipur, Rajasthan. The proposal of EC was earlier considered by the EAC in its meetings held during April 27-28, 2017 wherein the Committee sought the requisite information viz. (i) Modified proposal indicating total excavation/ ROM and all minerals intended to be sold, (ii) Past production details duly authenticated by Department of Mines and Geology, and (iii) Time bound action plan on green belt development / plantation. Based on the information submitted by the PP, the proposal was reconsidered by the EAC in its meeting held during February 26-27, 20 30 Aug 2018
