This has reference to the online proposal stated above for expansion of Mahulsukha Iron & Mn. Ore Block by M/s. Rungta Sons Pvt. Ltd. over an area of 390.317 ha.(as per DGPS) /399.838 ha. (As per ROR) in Villages; Randa, Rantha & Bhutuda under Bonai Sub-Division & Lahunipara Tehsil of Sundargarh district, Odisha. In this context, we would like to bring the followings to your kind perusal  that;
1.	The Mining lease of Mahulsukha Iron & Manganese block is an auction mine vested to M/s Patnaik Minerals Pvt. Ltd. from M/s Aryan Mining & Trading Corporation Ltd.  The Govt. of Odisha vide Letter NO.4246/IV(B)SM-23/2020/SM dated 30.05.2020 issued orders vesting all the valid rights, approvals, cleare3nces, licenses and the like  vested in the previous lessee in favour of M/s Patnaik minerals Pvt. Ltd.. Then, the Govt. Of Odisha vide Order No. 5518/IV(B)SM-23/2020/SM dated 29.06.2020 granted mining lease for Iron & Manganese ore in favour of M/s Patnaik Minerals Pvt. Ltd for  Mahulsukha Iron & Manganese Ore block over an area  of 390.317(as per DGPS)/399.838ha ( as per ROR) for a period of 50 years and accordingly mining lease deed was executed on 29.06.2020. (Copy of both the orders are enclosed as Annexure-I & II)
2.	M/s. Patnailk Minerals Pvt. Ltd. Prepared the mining plan along with progressive mine closure plan which was approved by Indian Bureau of mines vide letter no. MP/A/17-ORI/BHU/2020-21, dated 01.10.2022 approved for the period from 2020-21to 2024-25. 
3.	The total mine lease area is 390.317 ha out of which 382.437 ha is forest land , private land is 1.081 ha and Govt.non forest land is 6.799 ha. Stage-II Forest clearance granted vide F.No.8-93/2004-FC dated 18.08.2008 for diversion of 227.0 ha of forest land in favour of M/s Aryan Mining and Trading Corporation Ltd was transferred to M/s Patnaik Minerals Pvt. Ltd as per the provision of Mines and Minerals (Development and Regulation)  Amendment Act, 2021 aligned with Forest Conservation Act ,1980. 
4.	 (a) The Patnaik minerals Pvt. Ltd. submitted Form-I and PFR in the Parivesh portal vide proposal no. IA/OR/MIN/180360/2020 on 23.10.2020 for  the above said production. Subsequently the MoEF & CC   (IA division), Govt. of India granted TOR on dated 20th January,2021  vide letter no.J-110105/75/2020-IA.II (M). 
(b) The public hearing for the said production was conducted on 08.21.2021.
(c) Post TOR final EIA/EMP along with form -2 was submitted on 15.05.2022 
(d) The Project was appraised by the EAC on 15.06.2022, wherein the proposal was deferred for want of additional information. 
(e) The PP then submitted the replies to the above said queries on 25.08.2022 in Parivesh portal. Further the EAC asked for complete information, and the PP submitted the complete information on 22.09.2022 in Parivesh Portal. The proposal was reconsidered in the 5th EAC meeting on 18th October. (Agenda no. 3.2). Since the deliberation by the consultant was not continuous due to recurring poor connectivity, the EAC deferred the proposal. 
(f) During the 7th EAC conducted on 5th -6th December 2022,( Agenda no 2.2) the Committee deferred  the proposal stating that the proposal may be considered only after the submission of the site visit report by  a  sub-committee constituted by The MoEF &CC , Govt. of India vide order dated 30.01.2023. 
(g) The proposal was again appraised during the 11th EAC meeting held during 1-2 March 2023 (Additional Agenda no 2.5) after the submission of report by EAC subcommittee after the field visit during 18-21 February 2023.The committee recommended to submit status of compliances  to 21 points query. 
(h)   The PP submitted the reply to the above 21 point queries.  . The proposal was put for reconsideration during the 24th EAC (Non –coal mining) held during 26-28 December 2023 and the PP vide letter dated 12.12.2023 informed that they are not in a position to present the technical presentation and based on this, the proposal was deferred by the EAC.  
(g) The proposal was delisted on 5th April 2024.  . 
5.	In between these, the lease of Mahulsukha Iron & Mn. Ore Block has been transferred in the name of M/s Rungta Sons Pvt. Ltd. vide proceedings no. 12975/SN dated 28.12.2023 of Steel & Mines Department, Govt. of Odisha under the provision of  Mines and Minerals (Development and Regulation)  Amendment Act, 2021. (Copy of the transfer deed and vesting order is enclosed as Annexure-III).
In a sequel to the above, the present lessee intends to relay   the aforementioned EC proposal further. For this purpose,  we have obtained NOC from the former lessee ( M/s Patnaik minerals Pvt. Ltd) in the shape of an affidavit on 09.05.2024 that, they have no objection for transfer of the final EIA report prepared by them and the accredited consultant ( M/s Kalyani Laboratory Pvt. Ltd)  and all other documents/proceedings of public hearings for expansion of the project in case these are being transferred in the name of M/s Rungta Sons Pvt. Ltd. and they have relinquished all claims/rights/ownership over the said document/proceedings in favour of M/s Rungta Sons Pvt. Ltd. (A copy of the affidavit is enclosed as Annexure-IV).
Since the record of submission of the above said 21 points query, , we are submitting herewith the point wise compliances to the recommendations of the 11th EAC meeting (Non Coal Mining) held on 1-2 March 2023. 
We would therefore request your good self to kindly process the said application in our favour and grant Environment clearance for production of Iron Ore: total Excavation: 1662977 TPA, ROM: 10,00,000 MTPA, Manganese Ore: Total Excavation: 1407519 TPA, ROM: 150000 TPA from Mahulsukha Iron & Mn. Ore Block in favour of  M/s. Rungta Sons Pvt. Ltd. over a lease area of 390.317 ha. in Village; Randa, Rantha & Bhutuda under Bonai Sub-Division & Lahunipara Tehsil of Sundargarh district, Odisha .
