2. The Ministry of Environment, Forest and Climate Change has examined the proposal for environmental clearance to development drilling of 391 wells by M/s ONGC located at Mehsana, Gandhinagar and Ahmedabad in Gujarat.
3. The above referred proposal was considered by the Expert Appraisal Committee (EAC) for Industry II Petrochemical Sector in its meeting held on 18.09.2020. The recommendations of the EAC on the project may be seen in the Minutes of the meeting which are available on the web-site of this Ministry.
4. The EAC noted that the environmental clearance granted to the existing project is for drilling of 350 wells, whereas the proposed project envisaged development of 406 wells. It was also informed that 15 wells of Patan district which were proposed to be drilled have been dropped and hence public hearing of Patan district was also not carried out. Hence, the proposed project involves drilling of only 391 wells. EAC, desired that a clarification from the PP shall be obtained regarding deviation in existing EC granted wells (350) and proposed development (391) wells, and to get details on remaining 41 wells.
5. The Committee during the meeting also noted that the public hearing was conducted on 17th January, 2020 in Mehsana district and chaired by the Sub District Magistrate. As per the regulatory provision of EIA notification 2006 and as amendment thereof, the District Magistrate / District Collector / Deputy Commissioner or his or her representative not below the rank of an Additional District Magistrate assisted by a representative of SPCB or UTPCC, shall supervise and preside over the entire public hearing process.
6. In view of the para 4 & 5 above, you are directed to submit detailed clarification to the Ministry at the earliest, to enable us to process file for further necessary action.
