1. | NA | (i) On examination it seems that PP in S.No. 6 of Form 2 mentioned that TOR issued in 2007 and date of apply of Ec is 2027. Please clarify and upload copy of valid TOR, earlier EC, in Form 2 ( S.No. 6.).
(ii) This is an expansion proposal and as per TOR for expansion project, the PP shall submit the compliance report to the conditions of consents from the SPCB. However PP has not submitted the certified compliance report from SPCB as per TOR granted to PP. (S.No 9 of Form 2 has to revised and uploaded).
(iii) It is also noted that PP has got earlier EC, however PP has not uploaded certified compliance report of earlier EC form RO MoEFCC.
(iv) PP submitted the references of page numbers w.r.t. TOR compliances only and not in details. TOR compliance is not adequate in EIA/EMP report and need to revise as per the terms of reference granted for the project, and shall conform to Appendix III of the EIA Notification, 2006.
(v) S. no. 23.1 of form 2 (CPA) mentioned; However PP has not submitted the Compliance Report as per the Ministry’s office memorandum 31st October, 2019 regarding projects located in Critically Polluted Area.
(vi) All old CTOs not uploaded to verify the violation, if any done by PP.
(vii) Details of earlier production of various products with financial years needs to submit to check violation, if any.
(viii) Details of Raw material and its linkage and its mitigation measure during transportation needs to be submitted (13.1 of form 2)
(ix) On examination it is noted that there are show cause notices issued by SPCB, however S.No. 37 of form 2 mentioned NIL. PP has conceal the information. In this regard details action taken by SPCB needs to submitted and accordingly revise the Form 2 and uploaded. Kindly revise the form 2 and upload the correct action plan on the direction and what is status of such direction.
(x) Effluent treatment mechanism with plan for Zero Liquid Discharge for the complete plant needs to be submitted
(xi) It is mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 alongwith EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal necessary action. It is also mentioned that after acceptance the Proposal, EIA/EMP report/Form 2 can not be revise.
