(ii) Details Product list for which EC is required may kindly be provided in the Form-2 of s. No. 8.2 product wise and individual capacity wise . PP has mentioned the categories, but as per requirement PP needs to submit the details of product for which EC application has been made.
(iii) PH was conducted in 2018, however, PP has now submitted the EC application in March 2020. Please submit the reason why delay in submission of application.
(iv) Action Plan with budgetary provisions and time lines on the issues raised during PH has not uploaded in Form 2. Kindly upload the action plan in S.No. 7.1 of Form 2 alongwith other requisite details.
(v) All old CTOs not uploaded to verify the violation, if any done by PP.
(vi) As per s.no. 28 of form 2, 12 Schedule I species reported. But the submission of conservation plan to CWLW has not been submitted/uploaded. Details of approval regarding to conservation plan needs to be uploaded.
(vii) Effluent treatment mechanism with plan for Zero Liquid Discharge for the complete plant (existing and proposed) needs to be submitted.
(viii) Details of earlier production capacity needs to be authenticated and uploaded to check the violation, if any.
(ix) In view of the above, PP/Consultant are requested to revise the application for grant of EC and accordingly revise the Form 2 alongwith EIA/EMP Report. The Committee has noted that the existing fertilizer project of the proponent required environmental clearance for its operations. The Committee has been informed that there is no window available now for consideration of such proposals. The Committee observed that the PP has been operating the unit with valid CTO from the State PCB and as such, this type of noncompliances of the Rules shall happen due to lack of knowledge and also due to absence of proper directions from the SPCBs. The Committee was of the considered view that the such proposals coming for EC shall be considered on merit on case to case basis, after taking proper action under the E(P) Act, 1986, and as per the rules/guidelines framed under the Ministry’s Notification S.O.804 (E) dated 14th March, 2017.
The Committee, at the first instance opined that the matter may be examined by the Ministry and accordingly the proposal shall be considered by the EAC based on the decisions taken.

(iii) The Committee noted that the PP needs to conduct the process safety and Risk assessment studies using advanced/3D modeling and the mitigating measures needs to be analyzed along with the action plan.
(iv) Commitment for inventory for raw materials, products and by-products for 3 days.
