            Essential Detail Sought:

1.NA(i) Public hearing proceedings to be forwarded by the Member Secretary, SPCB along with complete public hearing/consultation documents. Also issues raised during public hearing, response by the project proponent, action plan with budgetary allocation has not been submitted. Kindly upload the requisite documents. Form 2 (Sno. 7.1) (ii) TOR compliance is not adequate in EIA/EMP report and need to revise as per the terms of reference granted for the project, and shall conform to Appendix III of the EIA Notification, 2006. PP shall provide adequate TOR compliances in the EIA report (iii) Air Quality Impact Prediction (18.1 of form 2) mentioned wrong. Please correct the same (iv) Details of R&R (v) Status of Conservation Plan approval from CWLW. (vi) Status of Water approval. (vii) Details of membership for TSDF. (viii) Details of Raw material linkage (S. no. 13.1 of form 2) and its mitigation measure during transportation needs to be submitted. (ix) In view of the above, PP/Consultant are requested to revise the application for grant of EC and accordingly revise the Form 2 alongwith EIA/EMP Report. The EIA/EMP Report shall match with the information as filled in Form 2. On examination it is observed that the Consultant has not adequately submitted the application as per the provisions of the EIA Notification, 2006. Consultant has to read the documents before uploading the information in Form 2 /EIA/EMP report. 05 Mar 2020

3.NA1. Please read the earlier EDS sought by the Ministry. The matter was again examined and noted that PP has not revised the Form 2 and not uploaded the requisite information. (For example, in S. No. 7.1 of Form 2, the letter from SPCB Head Office w.r.t. forwarding Public hearing proceedings to the Ministry as per EIA Notification 2006 has not be uploaded. However PP in its letter dated 17.03.2020 mentioned they have uploaded. Kindly rectify the error. 2. It is pertain to mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 alongwith EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal necessary action. 3. It is also mentioned that after acceptance the application, Form 2 and EIA/EMP report can not be revise. Therefore, PP/Consultant is again requested to kindly do needful. 04 Apr 2020

The EAC, after detailed deliberations decided to defer the proposal for want of requisite information as under and have asked the PP to revise the Report alongwith following clarification/information: -

                                             

(i)           The Committee noted that the KML file shows the construction at the project site and the project proponent has informed that the said construction is for their formulation unit. However, the project proponent could not explain the details and even no documentary evidence provided during the meeting. In this context, the Committee at first instance is of the view that the PP to explain all the details w.r.t. violation, if any, etc. 

 

(ii)         The project proponent need to submit clarification with proper proof to establish, past production details.

 

(iii)        Permission for fresh water withdrawal other than gram panchayat.

 

(iv)        Status of TSDF membership.

 

The EAC therefore deferred the proposal.
