            Essential Detail Sought:

1.NA(i) This is an expansion proposal accordingly. The RO MoEFCC in its Report mentioned certain non-compliances. However PP has not uploaded the completion of non-compliances. PP shall submit the report and revised the Form 2 (S.No 9 of Form 2 has to revised and uploaded), (ii) PP submitted the baseline data for the months ie. From November To January, However it should be either October-December or Dec-Feb or March-May). (iii) Details (S.No. 18.1 at Form 2) w.r.t. Air Quality Impact Prediction needs to checked. How incremental GLC for most of the parameters are same as 2.75. Please check again. (iv) As per information submitted by PP, they have submitted application to CGWA in 2017, however the approval of water has not granted yet. PP mentioned that they have their own borewell. Please clarify how PP is operating an Unit with out approval of water. (v) As per s.no. 28 of form 2, Schedule I species reported NIL. Please check again for the presence of Schedule I Species. If yes species specific conservation plan needs to be prepared and submitted to CWLW for their approval. (vi) Details of Raw material and its linkage and its mitigation measure during transportation needs to be submitted (13.1 of form 2) (vii) As per Form 2 (S.No. 20) Land Ownership Pattern reported is 50.58 ha, however Present Land Use Breakup of the Study Area is reported 50.58ha, how it is possible. Kindly check the data and revise the form 2 accordingly. (viii) PP in form 2 (S.No. 27) has not adequately mentioned the details of R&R. Everything mentioned zero. (ix) All old CTOs not uploaded to verify the violation, if any done by PP (S No. 9.1 of Form 2). (x) Details of earlier production capacity needs to be authenticated and uploaded to check the violation, if any. (xi) It is mentioned that the processing of EC proposal, in the Ministry, is through Parivesh Portal only, therefore providing the requisite information/documents shall be in compliance as per Form 2 and accordingly the PP/Consultant are kindly requested to revise the application in the Form 2 alongwith EIA/EMP Report and resubmit the same. The EIA/EMP Report shall match with the information as filled in Form 2 for further appraisal necessary action. It is also mentioned that after acceptance the Proposal, EIA/EMP report/Form 2 can not be revise. Therefore, PP/Consultant is requested to kindly do needful. 17 Jul 2020

The EAC has deliberated on the proposal. The Committee noted that the project proponent has not able to provide the status of project site for industrial purpose. The Committee has noted that the project site is located adjacent to the Valmiki Tiger Reserve and the project proponent needs to submit application for obtaining recommendations of Standing Committee of NBWL. The EAC, after detailed deliberations has desired for additional information/inputs in respect of the following:

 

          (i).        EAC noted that PP has not submitted adequately TOR compliance and PP needs to be resubmit the TOR compliance adequately.

         (ii).        Details of land conversion for industrial purpose.

       (iii).        Status of NBWL recommendations for the existing and proposed project.

       (iv).         Details of the ESZ of the Valmiki Tiger Reserve and distance of the site from Tiger reserve and ESZ.

        (v).         Details of Wildlife conservation action plan submitted to State Wildlife Department/CWLW.

       (vi).         Public hearing issues, action plan and activities proposed in the study area needs to be submitted.

      (vii).         Details of ground water permission.

    (viii).         Action Taken Report on non-complied points to be forwarded by the Regional Office.

       (ix).         Details of incremental value for PM10 & PM2.5 & SOx needs to be verified and resubmitted. Air Quality Impact Prediction mentioned is inadequate kindly check and correct it accordingly.

The proposal was accordingly DEFERRED for the needful.
