1.NA(i) Issues raised during public hearing, response by the project proponent, action plan with budgetary allocation needs to be submitted. Public hearing proceedings to be forwarded by the Member Secretary, SPCB along with complete public hearing/consultation documents. (ii) It is noted that there are various deficiencies in Form 2 (viz. S. no. 7.1, 19, 32, 38 etc.) uploaded by the PP and accordingly Revised Form 2 shall be submitted incorporating all the information related to the project. (iii) The report contains 11 Chapters. TOR compliance is not adequate in EIA/EMP report and need to revise as per the terms of reference granted for the project, and shall conform to Appendix III of the EIA Notification, 2006. (iv) The onsite emergency plan needs to be submitted as per MSIHC Rules, layout plan of the plant need to be revised. (v) Accurate water balance with details of total water and fresh water requirement, and permission/ MoU/NOC from concerned regulatory authority needs to be submitted. (vi) As per EIA Report schedule I species reported. Please submit approval status of conservation plan for Schedule I species along with budgetary provisions and its approval from CWLW needs to be provided. (vii) Proposed Green belt development programe along-with time line and budgetary allocation needs to be provided 05 Dec 2019

1.NAIn similar proposals, the EAC in its meeting held on 18th June,2020 has already noted that those proposals submitted for onshore oil and Gas exploration and appraisal are now covered as B2 projects in view of the Ministry Notification S.O. 236(E) dated 16th January, 2020. Accordingly, now, only projects in respect of off-shore and onshore oil and gas development and production except exploration, are listed at Category A, requiring appraisal at the Central by the Expert Appraisal Committee. The EAC also noted that the Early Production Unit (EPU) / Quick Production Unit (QPU) is associated facility of exploration and appraisal and may not be considered for development and production. The EAC has taken decision and suggested the project proponent in similar cases to apply at SEIAA for consideration of project under B2 category. 29 Jun 2020
