Sir,

This has reference to your letter no. nil dated 28th June, 2007 alongwith Application in Form I, Pre-feasibility report, EIA/EMP report and pubic hearing report and subsequent communications dated 20th December, 2007, 11th December, 2008 and 3rd January, 2009 on the above mentioned project.

 

2.0              The Ministry of Environment and Forests has examined your application. It is noted that proposal is for the expansion of Writing and Printing Paper (200 TPD) and Captive Co-generation Power Plant (12 MW) at Village Rampur, Tehsil Shahjahanpur, District Shahjahanpur, U.P. by M/s K.R. Pulp & Paper Ltd.  Total project area is 24 ha. No National park and Wildlife sanctuary is located within 7 km. radius. No rehabilitation and resettlement is involved.  Total cost of the project is Rs. 227.14 Crores. 

 

3.0       Bleached varieties of paper using agricultural residues mainly wheat straw / bagasse will be manufactured. Small quantity of ready-made pulp will be purchased from outside.  Paper making process will involve raw material preparation; chemical recovery, bleaching; stock preparation, paper making, finishing and packaging.  Elemental chlorine free method for bleaching will be used. No Cl2 will be used in the process. Only ClO2 will be used for bleaching.

 

4.0       Electrostatic precipitator (ESP) and bag filters will be provided to control gaseous emissions from the rice husk fired boiler of Captive Co-generation Power Plant and Chemical Recovery Boiler within 100 mg/Nm3. Total ground water requirement will be 16,560 m3/day. Treated wastewater will be recycled and reused and excess discharged into the Bhakshi drain after conforming to the prescribed standards.  Black liquor will be processed in the chemical recovery plant and burnt.  ETP sludge will be sold to paperboard manufacturers.  Lime kiln will be installed to recovered from lime mud.  Fly ash will be used in brick manufacturing plants. 

 

5.0       Public hearing meeting was held on 5th December, 2008.     

 

6.0       The Ministry of Environment and Forests hereby accords environmental clearance to the proposed of the above project under the provisions of EIA Notification dated 27th January, 1994 as amended subsequently subject to strict compliance of the following specific and general conditions. 

 

A.   SPECIFIC CONDITIONS :

 

i.                     As proposed, Elemental Chlorine Free (ECF) bleaching technology shall be adopted in manufacturing of Writing & Printing Paper. No Cl2 shall be used in the process. As proposed, no surplus ClO2 shall be released in atmosphere.

 

ii.                   Continuous stack monitoring facilities for all the stacks and sufficient air pollution control devices viz. Electrostatic precipitator (ESP) and bag filters etc. shall be provided to control gaseous emissions from the boiler and incinerator below 100 mg/Nm3.  Monitoring of H2S and Mercaptan alongwith other parameters shall be ensured and report submitted to Ministry’s Regional Office at Lucknow, UPPCB and CPCB.

 

iii.                  The gaseous emissions (SPM, SO2, NOX, H2S) from various process units shall conform to the standards prescribed from time to time. The UPPCB may specify more stringent standards for the relevant parameters keeping in view the nature of the industry, its size and location. At no time, the emission level shall go beyond the prescribed standards. In the event of failure of any pollution control system(s) adopted by the unit, the respective unit shall not be restarted until the control measures are rectified to achieve the desired efficiency. Monitoring data shall be submitted to the Ministry’s Regional Office at Lucknow, CPCB and UPPCB regularly.

 

iv.                 Secondary fugitive emissions from all the sources shall be controlled within the latest permissible limits issued by the Ministry and regularly monitored. Guidelines / Code of Practice issued by the CPCB shall be followed. Fugitive emissions from Chipper house and raw material handling yard shall be controlled by providing suction hood and bag filters at Chipper house.  Proper ventilation shall be provided to control fugitive emissions.  Dust suppression system and sprinklers shall be provided to raw material handling yards to control air emissions within permissible limits. 

 

v.                   AOx levels shall be controlled less than 1 kg/ton of paper manufactured as per E(P) Act.  The wastewater quality shall be regularly monitored at the discharge point and in the river.  The company also shall have their own instrument for the measurement of AOx.  TOC levels in the treated effluent shall also be measured once in a month.

 

vi.                 The odours and gases from cooking / stripping column, evaporator hot well and hot condensate tank shall be controlled by installing odour collection system and subsequently burnt in the incinerator. Monitoring of H2S and Mercaptans shall be carried out once in a month in the work environment.

 

vii.                Total water consumption shall not exceed as mentioned in the Corporate Responsibility for Environment Protection (CREP) guidelines.  Efforts shall be made to reduce the quantity of water intake and maximize use of recycled water by adopting advanced wastewater treatment technologies.

 

viii.              Permission for the drawl of 16,560 m3/day ground water from bore wells shall be obtained from the Central Ground Water Authority / State Ground Water Board (CGWA/SGWB). All the recommendations made by the Central Ground Water Authority / State Ground Water Board (CGWA/SGWB) regarding use of water shall be implemented.

 

ix.                 All the process effluent shall be treated in Effluent Treatment Plant (ETP) through primary, secondary and tertiary treatment methods.  Efforts shall be made to reduce colour content in the effluent discharged to Bhakshi drain.  Activated Carbon filtration shall be provided before discharge treated wastewater. Treated effluent (filtrate) shall be used for the green belt development and discharged to the nearby Bhakshi drain only after conforming to the standards prescribed by the UPPCB and under E(P) Act, whichever are more stringent. Domestic effluent shall be treated in Septic tank followed by soak pits.

 

x.                   Efforts shall be made to reduce total dissolved solids (TDS) in the effluent and effluent discharged shall not exceed 80 m3/T of paper produced as per the norms prescribed in the E(P) Act.

 

xi.                 Chemical recovery plant shall be installed for the treatment of black liquor. In order to achieve colour reduction, tertiary treatment system like activated filter, multi-media filter etc. shall be explored. Action plan shall be prepared for further colour removal from the effluent and submitted to the Ministry and its Regional Office at Lucknow, UPPCB and CPCB and implemented.

 

xii.                Adequate number of influent and effluent quality monitoring stations shall be installed in consultation with the UPPCB and controlled within the permissible limits for all the parameters.  One of the water quality monitoring stations shall be at 100 m downstream of confluence of the treated effluent discharge point and the nearest water body.

 

xiii.              Regular ground water monitoring shall be carried out for all the relevant parameters where effluent is discharged.

 

xiv.              Lime kiln shall be installed to recover lime from lime mud and properly disposed off in environment-friendly manner. Efforts shall be made for the utilization of lime sludge and mud in the cement plants. Sludge dewatering system shall be installed. ETP sludge shall be dried in sludge drying beds and provided to paperboard manufacturers for further utilization. Waste oil shall be given to authorized recyclers/reprocessors.  

 

xv.               Proper utilization of fly ash shall be ensured as per Fly Ash Notification, 1999 and subsequent amendment in 2003. Fly ash and bed ash shall be provided to brick manufacturers.    

 

xvi.              Green belt shall be developed in 8 ha (33 %) out of total 24 ha. area within and around the project site to mitigate the effects of fugitive emissions all around the plant in as per the CPCB guidelines and in consultation with local DFO.

 

xvii.            All the recommendations made in the Charter on Corporate Responsibility for Environment Protection (CREP) for Pulp and Paper Sector shall be strictly implemented.

 

xviii.           All the commitments made to the public during public hearing shall be satisfactorily implemented.

 

xix.              The company shall provide housing for construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

 

B.   GENERAL CONDITIONS:

 

         i.                         The project authorities must strictly adhere to the stipulations made by the U.P. Pollution Control Board (UPPCB) and the State Government.

 

        ii.                         No further expansion or modernization in the plant shall be carried out without prior approval of the Ministry of Environment and Forests. In case of deviations or alterations in the project proposal from those submitted to this Ministry for clearance, a fresh reference shall be made to the Ministry to assess the adequacy of conditions imposed and to add additional environmental protection measures required, if any.

 

      iii.                         One ambient air quality monitoring station shall be installed in downwind direction. Ambient air quality including ambient noise levels shall not exceed the standards stipulated under EPA or by the State authorities. Monitoring of ambient air quality and stack emissions shall be carried out regularly in consultation with UPPCB and report submitted to the UPPCB quarterly and to the Ministry’s Regional Office at Lucknow half-yearly.

 

      iv.                         In-plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/raw materials/coal handlings etc. shall be provided. Bag filters shall be provided at transfer points and dedusting stacks to control fugitive emissions. Water sprinkling, black topping of internal roads and green belt development shall be carried out to control the fugitive dust emissions due to vehicular movement. Dust suppression and extraction system shall be provided to control secondary fugitive emission during raw material handling and processing.

 

       v.                         Proper house keeping and cleanliness must be maintained within and outside the plant.

 

      vi.                         The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation. The ambient noise levels should conform to the standards prescribed under EPA Rules, 1989 viz. 75 dBA (day time) and 70 dBA (night time).

 

    vii.                         The company shall undertake rainwater harvesting measures to recharge the ground water.

 

   viii.                         Occupational health surveillance programme shall be undertaken as regular exercise for all the employees, specially for those engaged in handling hazardous substances. The first aid facilities in the occupational health center shall be strengthened and the medical records of each employee should be maintained separately.

 

      ix.                         The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA/EMP report.

 

       x.                         The implementation of the project vis-à-vis environmental action plans shall be monitored by Ministry’s Regional Office at Lucknow / UPPCB /CPCB. A six monthly compliance status report shall be submitted to monitoring agencies.

 

      xi.                         Adequate provisions for infrastructure facilities such as water supply, fuel, sanitation etc. shall be ensured for construction workers during the construction phase so as to avoid felling of trees and pollution of water and the surroundings.

 

    xii.                         The project proponent shall have a scheme for social upliftment in the surrounding villages with reference to contribution in road construction, education, establishment of health centers, sanitation facilities, drinking water supply, community awareness and employment to local people whenever and wherever possible both for technical and non-technical jobs.

 

   xiii.                         A separate Environmental Management Cell equipped with full fledged laboratory facilities to carry out the various Environmental Management and Monitoring functions shall be set up under the control of Senior Executive.

 

  xiv.                         As proposed, Rs. 26.70 Crores and Rs. 5.60 Crores shall be earmarked towards capital cost and recurring cost/annum for implementing environment pollution control measures respectively and used judiciously to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government and an implementation schedule for implementing all the conditions stipulated herein. The funds so provided shall not be diverted for any other purposes.

 

    xv.                         Six monthly status report on the project vis-à-vis implementation of environmental measures shall be submitted to this Ministry’s Regional Office at Lucknow / CPCB / UPPCB.

 

  xvi.                         The Project Proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the U.P. Pollution Control Board and may also be seen at Website of the Ministry of Environment and Forests at http://www.envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance letter at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same shall be forwarded to the Regional office.

  

 xvii.                         The Project Authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work.

 

7.0       The Ministry or any competent authority may suitable any further condition(s) on receiving reports from the project authorities. The above condition shall be monitored by the Regional Office located at Lucknow.

 

8.0       The Ministry may revoke or suspend the clearance, if implementation of any of the above conditions is not satisfactory.

 

9.0       The Ministry reserves the right to stipulate additional conditions if found necessary. The Company in a time bound manner shall implement these conditions.

 

10.0.    Any appeal against this environmental clearance shall lie with the National Environment Appellate Authority, if preferred within a period of 30 days as prescribed under Section 11 of the National Environment Appellate Act, 1997.

 

11.0     The above conditions will be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management and Handling) Rules, 2003 and the Public Liability Insurance Act, 1991 along with their amendments and rules.
