Sir,                                       

This has reference to your letter no. GPIL/MoEF/2008-09/237 dated 18th June, 2009 alongwith Form I, Pre-feasibility Report, EIA/EMP and related project documents and subsequent communication vide your letter dated 25th June, 2009, 2008 for environmental clearance on the above mentioned project.

 

2.0              The Ministry of Environment and Forests has examined the application. It is noted that proposal of M/s Godawari Power & Ispat Limited has proposed to expand its Steel Plant by installation of Iron Ore Beneficiation Plant (10,00,000 TPA) alongwith Rolling Mill (3,00,000 TPA), Arc Furnace (5,000 TPA) and biomass based Power Plant (20 MW) at Siltara Industrial Area, Siltara, District Raipur, Chhattisgarh. A copy of the letter no CSIDC/BA/OC dated 4.7.09 indicating location of the project in notified Siltara industrial area is submitted. No coal, char and coal washery rejects based captive power plant (CPP) is proposed in the proposed expansion which are banned by the State Govt. of Chhattisgarh.  Coal based sponge iron plant is already existing and not proposed during expansion.  Proposed expansion will be within the existing plant premises of 42.40 ha and no extra land will be required.  Total cost of the proposed expansion is Rs. 223.55 Crores. 3.0       Low grade Iron ore will be used in the beneficiation plant. Pig Iron, scrap, sponge iron and Ferro Manganese will be used in the electric arc furnace. Iron ore beneficiation will involve slurry making, scrubbing, wet screening and separation by spiral classifiers. The beneficiated ore will be wet screened and thickener underflow will be beneficiated and concentrated. The moisture content of beneficiated coal will be reduced for making Iron ore pellets. Pig iron, scrap, sponge iron and Ferro-Manganese will be used in the electric arc furnace to produce Mn steel and forged into ingots. Billets from steel melting shop (SMS) will be heated in reheating furnace and passed successively through roughing mill, intermediate mill and finishing mill to produce rolled products.

 

4.0       In the proposed plant, electrostatic precipitator (ESP), bag filters, dust collectors, fume extraction system with cyclones, fog type dust suppression system, water spray system, heat recuperator and stacks of adequate height will be provided to control air emissions. Total water requirement from CSIDC & Chhattisgarh Ispat Bhumi Limited (CIBL) for proposed expansion will be 1,700 m3/day. All the wastewater will be treated in the wastewater treatment plant and recycled/reused for dust suppression and plantation. ‘Zero’ effluent discharge will be adopted. Tailings from beneficiation plant will be used in embankments, road formation, filling of low-lying areas and as additives in cement manufacturing.  Mill scales will be utilized for steel making. Fly ash from the power plant will be used for brick manufacturing and in cement making. Slag from electric arc furnace will be used for filling low-lying areas. Iron ore, coal and other fines generated in the process will be recycled to the plant.

 

5.0              Public hearing/Public consultation is exempted as per Section 7 (ii) and Section (iii), Stage (3), Para (i)(b) of EIA Notification, 2006.                       

6.0       The Ministry of Environment and Forests hereby accords environmental clearance to the above project under the provisions of EIA Notification dated 14th September, 2006 as amended subsequently subject to strict compliance of the following specific and general conditions:

 

 

A.                  SPECIFIC CONDITIONS : 

i)                    No coal, washery rejects and char based sponge iron and captive power plant shall be installed without prior permission from the State Govt. of Chhattisgarh.

 

ii)                   Efforts shall be made to reduce RSPM levels in the ambient air and a time bound action plan shall be submitted. Continuous stack monitoring facilities for all the stacks shall be provided and sufficient air pollution control devices viz. ESP, bag filters, fume extraction system with cyclone etc. shall be provided to keep the emission levels below 100 mg/Nm3. At no time, the emission level shall go beyond the prescribed standards. Interlocking facilities shall be provided so that process can be automatically stopped in case emission level exceeds the limit.  

 

iii)                 Electrostatic precipitator (ESP) shall be provided to sponge iron plant and rice husk (biomass) based power plant to control the particulate emissions below 50 mg/Nm3. Heat recuperator and a stack of adequate height shall be provided to rolling mill for adequate dispersion of pollutants. Fume extraction system with cyclone shall be provided to electric arc furnace. Dust suppression system like fog type and mist water spray system shall be provided to beneficiation plant.  The SPM levels from all the sources shall be controlled within 50 mg/Nm3 as proposed.

 

iv)                 In-plant control measures for checking fugitive emissions from all the vulnerable sources shall be provided. Bag filters shall be provided at kiln inlet and outlet, cooler discharge and products, coal unloading and crushing, char & coal screening & storage bin, IF charging hopper, boiler house, coal hopper, ash disposal site. Dust suppression/dust extraction system with bag filters shall be provided to raw material handling section and at all the transfer points. Dust collectors shall be installed at all the dust generating points. All the roads in the work area shall be asphalted. Monitoring of fugitive emissions in the work zone environment shall be carried out regularly as per the CPCB guidelines and reports submitted to Jharkhand PCB / CPCB and Ministry’s Regional Office at Bhubaneswar.

 

v)                  Gaseous emission levels including secondary fugitive emissions from all the sources shall be controlled within the latest permissible limits issued by the Ministry and regularly monitored. Guidelines / Code of Practice issued by the CPCB shall be followed.

 

vi)                 Vehicular pollution due to transportation of raw material and finished product shall be controlled.  Proper arrangements shall also be made to control dust emissions during loading and unloading of the raw material and finished product. Vehicular emissions shall be regularly monitored.

 

vii)               Total water requirement from CSIDC & Chhattisgarh Ispat Bhumi Limited shall not exceed 1,700 m3/day.  Effluent from DM plant shall be neutralized in neutralization pit and used for wet ash conveying. Effluent from the continuous casting machine shall be treated to remove scales and oil and recycled for cooling. All the bleed off from cooling water system shall be recycled and reused for dust suppression, green belt development and various other project related activities. The wastewater from the plant shall be treated in effluent treatment plant (ETP) and reused in the process. Waste lubricants from rolling mill shall be passed through oil filters in the water circulation system. Domestic effluents shall be treated in sewage treatment plant and sewage sludge shall be used as manure for green belt development.

viii)              Prior ‘Permission’ for the drawl of 1,700 m3/day water from CSIDC & Chhattisgarh Ispat Bhumi Limited from the concerned department shall be obtained.

 

ix)                 ‘Zero’ effluent discharge shall be strictly followed and no wastewater shall be discharged outside the premises.

 

x)                  The water consumption shall not exceed 16 m3/Ton of Steel as per prescribed standard.

 

xi)                 Ground water monitoring around the solid waste disposal site / secured landfill (SLF) shall be carried out regularly and report submitted to the Ministry’s Regional Office at Bhopal, CPCB and CECB.

 

xii)               All the Iron ore, coal and other fines shall be recycled and reused in the plant. Mill scales and scrap from HB wire plant shall be utilized inside the plant premises for steel making. The rejects shall be dumped in a designated area only and shall not be disposed off anywhere else. The tailings from beneficiation plant shall also be properly utilized. Waste lubricants from rolling mill shall be passed through oil traps and filters to control oil and grease. All the other solid waste including broken refractory mass shall be properly disposed off in environment-friendly manner. Used oil, oily waste, spent lubricants and lead acid batteries shall be provided to authorized recyclers/reprocessors.

 

xiii)              All the slag from electric arc furnace shall be used for land filling inside the plant or used as building material like bricks etc. only after passing through Toxic Chemical Leachability Potential (TCLP) test.  Toxic slag shall be disposed in secured landfill as per CPCB guidelines. Otherwise, hazardous substances shall be recovered from the slag and output waste and be disposed in secured landfill as per CPCB guidelines.

 

xiv)             A time bound action plan shall be submitted to reduce solid waste, its proper utilization and disposal to the Ministry’s Regional Office at Bhopal.

 

xv)               Proper handling, storage, utilization and disposal of all the solid waste shall be ensured and regular report regarding toxic metal content in the waste material and its composition, end use of solid/hazardous waste shall be submitted to the Ministry’s Regional Office at Bhopal, CECB and CPCB.

 

xvi)             Proper utilization of fly ash from all the sources shall be ensured as per Fly Ash Notification, 1999 and subsequent amendment in 2003. All the fly ash shall be provided to cement and brick manufacturers for further utilization and ‘Memorandum of Understanding’ shall be submitted to the Ministry’s Regional Office at Bhopal.

 

xvii)            As proposed, green belt shall be developed in 14.1 ha. (33 %) out of total of 42.4 ha. area within and around the plant premises as per the CPCB guidelines in consultation with DFO.

 

xviii)          All the recommendations made in the Charter on Corporate Responsibility for Environment Protection (CREP) for the Steel Plants shall be implemented.

 

xix)             The company shall provide housing for construction labour within the site with all necessary infrastructure and facilities such as fuel for cooking, mobile toilets, mobile STP, safe drinking water, medical health care, crèche etc. The housing may be in the form of temporary structures to be removed after the completion of the project.

 

B.        GENERAL CONDITIONS:

 

i.                      The project authorities must strictly adhere to the stipulations made by the Chhattisgarh Environment Conservation Board (CECB) and the State Government.

 

ii.                    No further expansion or modifications in the plant should be carried out without prior approval of the Ministry of Environment and Forests.

 

iii.                   The gaseous emissions from various process units shall conform to the load/mass based standards notified by this Ministry on 19th May, 1993 and standards prescribed from time to time. The State Board may specify more stringent standards for the relevant parameters keeping in view the nature of the industry and its size and location. At no time the emission level shall go beyond the prescribed standards. On-line continuous monitoring system shall be installed in stacks to monitor SPM and interlocking facilities shall be provided so that process can be automatically stopped in case emission level exceeds the limit.

 

iv.                  In plant control measures for checking fugitive emissions from all the vulnerable sources like spillage/raw materials/coal handlings etc. shall be provided. Further, specific measures like provision of dust suppression system consisting of water sprinkling, suction hoods, fans and bag filters etc. shall be installed at material transfer points, blast furnace stock house and other enclosed raw material handling areas. Centralized de-dusting system i.e. collection of fugitive emissions through suction hood and subsequent treatment through bag filter or any other device and finally emitted through a stack of appropriately designed height conforming to the standards for induction furnaces existing in the industry and proposed induction and arc furnaces. Fugitive emissions shall be regularly monitored and records maintained.

 

v.                    At least four ambient air quality-monitoring stations should be established in the downward direction as well as where maximum ground level concentration of SPM, SO2 and NOX are anticipated in consultation with the CECB. Data on ambient air quality and stack emission should be regularly submitted to this Ministry including its Regional Office at Bhopal and the CECB/CPCB once in six months.

 

vi.                  Industrial wastewater shall be properly collected, treated so as to conform to the standards prescribed under GSR 422 (E) dated 19th May, 1993 and 31st December, 1993 or as amended form time to time. The treated wastewater shall be utilized for plantation purpose.

 

vii.                 The overall noise levels in and around the plant area shall be kept well within the standards (85 dBA) by providing noise control measures including acoustic hoods, silencers, enclosures etc. on all sources of noise generation.  The ambient noise levels should conform to the standards prescribed under EPA Rules, 1989 viz. 75 dBA (daytime) and 70 dBA (nighttime).

 

viii.               Occupational Health Surveillance of the workers should be done on a regular basis and records maintained as per the Factories Act.

 

ix.                  The company shall develop surface water harvesting structures to harvest the rain water for utilization in the lean season besides recharging the ground water table.

 

x.                    The project proponent shall also comply with all the environmental protection measures and safeguards recommended in the EIA / EMP report. Further, the company must undertake socio-economic development activities in the surrounding villages like community development programmes, educational programmes, drinking water supply and health care etc. As proposed, Rs. 30.00 Lakhs and Rs. 5.00 Lakhs will be earmarked towards total cost and recurring cost/annum for Corporate Social Responsibility (CSR) activities.

 

xi.                  As proposed, Rs. 14.00 Crores and Rs. 2.50 Crores shall be earmarked towards capital cost and recurring cost/annum for environment pollution control measures to implement the conditions stipulated by the Ministry of Environment and Forests as well as the State Government. An implementation schedule for implementing all the conditions stipulated herein shall be submitted to the Regional Office of the Ministry at Bhopal. The funds so provided should not be diverted for any other purpose.

 

xii.                A copy of clearance letter shall be sent by the proponent to concerned Panchayat, Zila Parishad / Municipal Corporation, Urban Local Body and the local NGO, if any, from whom suggestions / representations, if any, were received while processing the proposal. The clearance letter shall also be put on the web site of the company by the proponent.

 

xiii.              The project proponent shall upload the status of compliance of the stipulated environment clearance conditions, including results of monitored data on their website and shall update the same periodically.  It shall simultaneously be sent to the Regional Office of the MOEF, the respective Zonal Office of CPCB and the CECB.  The criteria pollutant levels namely; SPM, RSPM, SO2, NOx (ambient levels as well as stack emissions) or critical sectoral parameters, indicated for the projects shall be monitored and displayed at a convenient location near the main gate of the company in the public domain. 

 

xiv.              The project proponent shall also submit six monthly reports on the status of the compliance of the stipulated environmental conditions including results of monitored data (both in hard copies as well as by e-mail) to the Regional Office of MOEF at Bhubaneswar, the respective Zonal Office of CPCB and the JPCB. The Regional Office of this Ministry at Bangalore / CPCB / CECB shall monitor the stipulated conditions.

 

xv.               The environmental statement for each financial year ending 31st March in Form-V as is mandated to be submitted by the project proponent to the concerned State Pollution Control Board as prescribed under the Environment (Protection) Rules, 1986, as amended subsequently, shall also be put on the website of the company alongwith the status of compliance of environmental conditions and shall also be sent to the respective Regional Offices of the MOEF by e-mail.

 

xvi.               The Project Proponent shall inform the public that the project has been accorded environmental clearance by the Ministry and copies of the clearance letter are available with the CECB and may also be seen at Website of the Ministry of Environment and Forests at http:/envfor.nic.in. This shall be advertised within seven days from the date of issue of the clearance letter, at least in two local newspapers that are widely circulated in the region of which one shall be in the vernacular language of the locality concerned and a copy of the same should be forwarded to the Regional office.

 

xvii.             Project authorities shall inform the Regional Office as well as the Ministry, the date of financial closure and final approval of the project by the concerned authorities and the date of commencing the land development work.

 

7.0       The Ministry may revoke or suspend the clearance, if implementation of any of the above conditions is not satisfactory.

 

8.0       The Ministry reserves the right to stipulate additional conditions if found necessary. The Company in a time bound manner shall implement these conditions.

 

9.0       Any appeal against this environmental clearance shall lie with the National Environment Appellate Authority, if preferred within a period of 30 days as prescribed under Section 11 of the National Environment Appellate Act, 1997.

 

10.0     The above conditions shall be enforced, inter-alia under the provisions of the Water (Prevention & Control of Pollution) Act, 1974, the Air (Prevention & Control of Pollution) Act, 1981, the Environment (Protection) Act, 1986, Hazardous Wastes (Management and Handling) Rules, 2003 and the Public (Insurance) Liability Act, 1991 along with their amendments and rules
